A Joint Meeting of the Council s Scrutiny Committees will be held on the above date at 10.00am at County Hall, Exeter to consider the following matters.

2. 2015/16 Budget

This Joint Scrutiny meeting is to enable all Scrutiny Committee Members to consider the Council s budget proposals, across all service areas, and to examine the implications of those proposals for the Council s draft revenue budget and capital programme for 2015/16.

The meeting may wish to consider whether it wishes to draw to the attention of the Cabinet any particular issues or make any observations upon the proposals relating thereto.

In addition to the detailed budget papers previously considered by individual Scrutiny Committees referred to below the meeting will also be provided, as soon as is practicable, with a summary of issues or themes identified by individual Committees and by Scrutiny Committee Chairmen Vice-Chairmen at their plenary session held on 28 January 2015 to facilitate and enable discussion of a single, cohesive, set of recommendations to Cabinet and the Council on the overall implications of the budget proposals.

The Order of proceedings will be;

Chairmen of each Scrutiny Committee to comment on any issue(s) identified by their Committee both during the autumn cycle as well as the January meeting

Introduce summary and draft recommendation arising from Plenary session

1. Impact Assessments: Members are requested to bring with them to this meeting the overview of impact assessments for all service areas entitled Meeting the Challenge: Budget 2015/16 Impact Assessment previously made available to them in order that Scrutiny Committees can have had access to all necessary equality impact assessments undertaken as part of the budget s preparation. 2. Public Involvement: For the first time, and on a trial basis, as part of this Joint Budget Scrutiny meeting, members of the public will have an opportunity to make representations/presentations on any matter relating to the proposed budget - alongside any other representations received during any formal current consultation or assessment process - which the Joint Budget Scrutiny meeting may then wish to reflect or incorporate in its views to the Cabinet and Council. Any person wishing so to do may speak for up to 3 minutes each (within an overall time limit of 30 minutes). Individuals will be required to give notice of the subject or brief outline of the point(s) they may wish to make by 12 noon on the day before the meeting; the relevant Chairman (of Scrutiny) responding orally at the meeting as necessary. This is not a facility for persons to ask specific 'questions' requiring detailed answers; it is to enable persons to make representations and /or express views or opinions only]

Members are reminded that Part II Reports contain exempt information and should therefore be treated accordingly. They should not be disclosed or passed on to any other person(s).

Members are also reminded of the need to dispose of such reports carefully and are therefore invited to return them to the Democratic Services Officer at the conclusion of the meeting for disposal.

Any member of the public resident in the administrative area of the county of Devon may make oral representations to this meeting, on any matter relating to the proposed budget.

Any person wishing so to do must indicate in advance the subject matter or a brief outline of the point(s) or issue(s) they may wish to raise, by 12 noon on the day before the meeting. Any such representations are limited to 3 minutes per person, within an overall time limit of 30 minutes.

In addition, anyone wishing to film part or all of the proceedings may do so unless the press and public are excluded for that part of the meeting or there is good reason not to do so, as directed by the Chairman. Any filming must be done as unobtrusively as possible from a single fixed position without the use of any additional lighting; focusing only on those actively participating in the meeting and having regard also to the wishes of any member of the public present who may not wish to be filmed. As a matter of courtesy, anyone wishing to film proceedings is asked to advise the Chairman or the Democratic Services Officer in attendance so that all those present may be made aware that is happening.
