We the undersigned petition the council to Close Barnardo Road, Exeter to through traffic by motor vehicles, at the Barnardo Road / Topsham Road junction

The proposal is that Barnardo Road should be closed of at one end to motor traffic making it a no-through road.

This should be a quiet residential road but currently it can be used as a rat-run by traffic making shortcut to St Leonards Road and beyond or to Topsham Road.

A residential road with cars parked either side making it narrow, drivers of cars and delivery vans passing through often drive at inappropriate speed through the road. Recently a pet dog had been hit and injured by a car cutting through the road to Topsham Road.

Children live on the street and want to play together in the street as most of the houses here have little or no garden area for them to play in. Currently they require constant vigil by their parents and are often disrupted by motorists using the road purely as a shortcut.

With new development and more cars on the ERADE site on Topsham Road, it is expected that this will exacerbate the problem as peak time traffic increases.

The suggestion is that Barnardo road could have bollards or similar at the Topsham Road junction. This is a difficult junction to drive into and out of Barnardo road due to visibility on the blind bend and hill of Holloway St which tends to make traffic speed rise at that point on Topsham road. It therefore lends itself to closing as some residents already avoid using it.

Residents feel that by closing the road to through motor traffic that it would improve the safety and community activity in the street generally.

The road is also in the direction of the quay and close to the proposed E9 Cycle route. Quiet roads improve the network for cyclists and walkers.

There is space at the Topsham end of the road which is not directly outside houses that could allow for a turning area for cars and vans. There are other no-through roads in close vicinity e.g. Cedars Road, West Grove and East Grove roads the latter two which have less area for turning circle but are also narrow with cars parked either side of the road.

Its an opportunity to make a relatively low-cost change that meets city and county plans and targets to promote community activity and active travel and rebalancing convenience and priority away from motor traffic to people. It would have a positive impact on the quality of life and community spirit for those living on the street with negligible affect on convenience to motorists or traffic in the area generally.
