Report of the Director of Climate Change, Environment and Transport (CET/23/2)

Minutes:

The committee considered the report of the Director of Climate Change, Environment and Transport (CET/23/2) on the Traffic Sensitive Streets Review 2023.

 

It was explained that Devon County Council had a statutory duty to co-ordinate works activities on the road network which included the power to designate certain streets at ‘traffic sensitive.’ This designation allows works on a road to be better regulated to ensure freer flow of traffic. It was considered likely following the consultation that changes to legal powers would follow and some roads within Devon would be undesignated as ‘traffic sensitive.’

 

Statutory consultation was proposed for April 2023 to include consultation with County Councillors. Members requested that information on what roads were designated as ‘traffic sensitive’ within their wards be circulated by officers.

Bus Users and Stakeholders (BUS) Forum

Decision:

RESOLVED that Councillor R Chesterton be appointed to the Bus Users and  Stakeholders (BUS) Forum as this Committee’s representative.

Minutes:

The Committee noted the establishment of the Bus Users and Stakeholders (BUS) Forum by the Devon Bus Enhanced Partnership Board under the new Enhanced Partnership arrangements (more information on the Travel Devon website: DevonBus Enhanced Partnership - Travel Devon)

 

RESOLVED that Councillor R Chesterton be appointed to the Bus Users and  Stakeholders (BUS) Forum as this Committee’s representative.

Speed limits on the A377

Director of Climate Change, Environment and Transport to give a verbal update.

(Councillor G Barnell attended in accordance with Standing Order 25 and spoke to this item.)

 

Members received an update on progress since the last meeting of this committee on the A377 in which it was recommended that the SCARF process be utilised.

 

Officers explained that surveys had been undertaken at three locations on the A377 and had been passed on to a specialist for review.

 

Members noted the update.

Newton St Cyres New School - Speed Limit and Road Signage

In accordance with Standing Order 23(2) Councillor F Letch has requested that the Committee consider this matter.

(Councillor G Barnell attended in accordance with Standing Order 25 and spoke to this item.)

 

This had been raised due to concern regarding road usage around Newton St Cyres Primary School on Station Road, in particular the volume of traffic, both moving and parked and its impact on visibility and potential safety.

 

Officers were willing to assess the potential use of wig-wag lights to warn road users regarding the presence of the school, as they agreed that the presence of a school at that location was inconspicuous. They also advised that any proposed waiting restrictions would have to follow the formal Local Waiting Restriction Programme process.
