25.

Items Requiring Urgent Attention

Items which in the opinion of the Chairman should be considered at the meeting as matters of urgency.  

Minutes:

(An item taken under Section 100B(4) of the Local Government Act 1972)

 

The Chair had decided that, at the request of Councillors Sellis, the Committee should consider these items as a matter of urgency due to concerns raised.

 

Vigo Mews/Parkwood Road junction, Tavistock

 

Councillor Sellis stated that double yellow lines were needed sooner rather than later at the junction of Vigo Mews/Parkwood Road, Tavistock to allow residents safe access to and egress from their properties. 

 

The Chief Officer for Highways, Infrastructure Development and Waste confirmed that this would be included in the work programme as a priority for next year and advertised next Spring with the intention of reporting any objections received to the July Committee meeting next year.

 

Zebra Crossing at Dousland Road, Yelverton

 

The Chair reported that following the resurfacing of Dousland Road, the zebra crossing markings had not been replaced and the zigzag markings were only partially visible. The Chief Officer for Highways, Infrastructure Development and Waste undertook to investigate further.

Annual Local Waiting Restriction Programme pdf icon PDF 6 MB

Minutes:

Mr Mason attended the meeting under the Council’s Public Participation Scheme and spoke against the proposal for parking restrictions on Grenville Drive, Tavistock, set out in paragraph 5 to the Report (HIW/18/53).

 

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/18/53) on the Annual Local Waiting Restriction Programme for each HATOC area for the funding and delivery of waiting restriction schemes, to include minor aids to movement improvements such as drop crossing, footway improvements and bollards.

 

The Cabinet had allocated an amount of £100,000 countywide from the On-Street Parking Account to this process in 2018/19 which equated to £12,500 to each HATOC area.

 

The Chief Officer clarified that the proposal set out in paragraph 5 of the Report (HIW/18/53) would be on an experimental basis and that, acknowledging the representations made, survey work would be undertaken at the location and a further report made to a future meeting of this Committee.

 

It was MOVED by Councillor Sanders, SECONDED by Councillor McInnes and

 

RESOLVED

 

(a)  that work on the annual waiting restrictions programme process for 2018/19 be noted;

 

(b)  that the recommendations contained in Appendix I and II to the Report (HIW/18/53) be agreed and the proposals advertised, subject to

 

(i)     the proposed double yellow lines on the road over Southern Bridge, Lifton/Tinhay on drawing number ENV7673-004(A) stopping at the northern end of the bridge; and

 

(ii)    consultation with the Chair and local County Councillors on the details;  

 

(c)  that the recommendations contained in paragraph 5 and Appendix III to Report HIW/18/53 be agreed and the proposals advertised, with a further report thereon being made to a future meeting of this Committee.

27.

Condition of the Roads In Beaworthy

Chief Officer for Highways, Infrastructure Development and Waste to report

Minutes:

The Chief Officer for Highways, Infrastructure Development and Waste reported on the condition of the roads in Beaworthy following representation from the Parish Council at the meeting of this Committee on 9 March 2018.

 

Officers had met with the local Member and the Parish Council to agree priorities in the Parish for the next three to five years.

 

The Committee thanked Officers for their work on this and agreed this was a positive model that could be applied to other Parish Councils.

28.

Stopping up of public highway; Land at Runnon Moor, Hatherleigh pdf icon PDF 2 MB

Minutes:

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/18/54) on the stopping up of the public highway at Runnon Moor, Hatherleigh.

 

It was MOVED by Councillor Sanders, SECONDED by Councillor Ball and

 

RESOLVED

 

(a)      that the amended extent of highway land at Runnon Moor, Hatherleigh, as detailed in Appendix I, is not needed for public use; and

 

(b)      that, subject to the consultations referred to in section 4 of the Report, the Council makes an application to the Magistrates’ Court for an Order under Section 116 of the Highways Act 1980 that the said highway land be stopped up.

Petitions/Parking Policy and Review

[An item to be taken under s18 of the Traffic Management Act 2004 relating to any reviews of parking policy sought in line with the Council’s Petition Scheme (https://new.devon.gov.uk/democracy/guide/constitutionparts2-4/part-4-section-7-petition-scheme/).

Minutes:

No petition for a parking review from a member of the public relating to West Devon had been

received.
