It was MOVED by Councillor Sanders, SECONDED by Councillor McInnes and

 

RESOLVED that the Minutes of the meeting held on 5 November 2017 be signed as a correct record subject to amendment of Minute *12 (b) in so far as it relates to Appendix 111 of Report HIW/17/79 and Grenville Drive, Tavistock: to read ‘that a site visit be arranged and that  the matter be reported back to this Committee for determination’.

18.

Stopping up of public highway; Land at Runnon Moor, Hatherleigh pdf icon PDF 2 MB

 

Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/18/7), attached

 

Minutes:

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/18/7) on a proposed Stopping up of public highway: Land at Runnon Moor, Hatherleigh.  Under Section 116 of the Highways Act 1980, Devon County Council could make an application to a Magistrates’ Court to stop up a section of highway if no longer required. The land in question (as shown in Appendix I) no longer formed part of the public highway and was registered with the Land Registry as belonging to an adjoining owner.

 

It was MOVED by Councillor McInnes, SECONDED by Councillor Sanders and

 

RESOLVED

 

(a) that the highway land at Runnon Moor Hatherleigh, as detailed in Appendix I, is not needed for public use; and

 

(b) that subject to the consultations referred to in section 4 of Report (HIW/18/7), Devon County Council makes an application to the Magistrates’ Court for an Order under Section 116 of the Highways Act 1980 that the said highway land be stopped up.

19.

Proposed Pedestrian Crossing Improvement: A386, Plymouth Road, Horrabridge pdf icon PDF 1 MB

Minutes:

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/18/8) on a proposed pedestrian crossing Improvement:  A386, Plymouth Road, Horrabridge.  Local Transport Plan funding for 2018/19 had been identified to progress the provision of a substantially widened pedestrian refuge and footway at this location on the A386 which served as access between 2 bus stops used by children travelling to Schools in Tavistock and Plymouth and which also provided access for residents of the Manor Gardens Estate to facilities in the village centre.

 

It was MOVED by Councillor Sellis, SECONDED by Councillor Ball and

 

RESOLVED that the construction of an improved pedestrian refuge on A386 Plymouth Road Horrabridge as shown on drawing B17014 at a cost of £30,000 be approved.

Condition of the Roads in Beaworthy

(In accordance with Standing Order 23(2) Councillor McInnes has asked that the Committee considers this iteml

 

Chief Officer for Highways, Infrastructure Development and Waste to report.

Minutes:

In accordance with Standing Order 23(2) Councillor McInnes had requested that the

Committee consider the poor condition of roads in Beaworthy.

 

(Councillors R Prior and I Sanders (Beaworthy Parish Council) attended in accordance with Standing Order 25 (2) and spoke to this item referring to the poor condition of many unclassified roads in the Parish and the need for remedial actions by the County Council working with the Parish)

 

The Neighbourhood Highways Group Manager reported on the Pot Hole Action Fund and improved 2018/2019 Maintenance (Patching and Drainage) Budgets for minor roads. He agreed to liaise with the local County Councillor and Parish to identify priorities and where action could be taken.  Members were advised that the County Council strategy was to target investment into one route serving an identified community.

 

Members referred to the Road Warden Scheme and additional resources available for Parish Councils for minor repairs following the requisite Chapter 8 training.  

 

It was MOVED by Councillor Sellis, SECONDED by Councillor Ball and

 

RESOLVED that Officers liaise with the local County Councillor and Parish Council to identify and prioritise where remedial actions can be taken and progress be reported to a future meeting.

21.

Petitions/Parking Policy and Review

[An item to be taken under s18 of the Traffic Management Act 2004 relating to any reviews of parking policy sought in line with the Council’s Petition Scheme (https://new.devon.gov.uk/democracy/guide/constitutionparts2-4/part-4-section-7-petition-scheme/).

Minutes:

No petition for a parking review from a member of the public relating to Mid Devon had been received.
