The Committee considered the Report of the Director of Climate Change,

Environment and Transport (CET/23/39) on requests for new or amended waiting restrictions.  Officers had consulted the relevant local County Councillors and Chair/Vice Chair prior to advertisement from 16 March until 6 April 2023.

 

A summary of the proposals advertised was detailed in Appendix 1 of the Report with associated plans. Details of the objections received to these proposals, and the Officers’ response was shown in Appendix 2 of the Report with a recommendation for each location.

 

In relation to the Programme, the local Member (Holsworthy Rural) raised concerns about the implementation of an Order (approved by this Committee at its meeting 6 July 2022 [Minute *12 Chapel Street, Holsworthy]). The Traffic Engineer undertook to investigate the details for report back to the local Member.

 

The local Member (Bideford West & Hartland) requested an extension of the existing weight limit (7.5T) to both East Ball and West Ball Hill, Hartland, to prevent HGVs traversing the hill and prevent damage to private property which had occurred on numerous times, due to the limited available width. The request had been supported by Hartland Parish Council. The Traffic Engineer undertook to investigate the request (with regard, in particular to any access issues) for report back to the local Member and confirmed that any proposed extension would not require Committee approval.

 

Members noted that any request for an extension of the restrictions detailed in the proposed Orders before the Committee would require further statutory advertisement/consultation. 

 

It was MOVED by Councillor A Saywell, and SECONDED by Councillor L Hellyer and

 

RESOLVED

 

(a) that the work on the local waiting restriction programme be noted; and

 

(b) that the recommendations contained in Appendix 2 to the Report be approved.

Bus Users and Stakeholders (BUS) Forum

Update from the Committee representative

The Vice Chair reported that the next meeting of the Forum was due on Wednesday, 5 July and she would report back at the next meeting of this Committee.
