Minutes of the meeting held on 29 June 2017, attached

Minutes:

RESOLVED that the Minutes of the meeting on 29 June 2017 be signed as a correct record subject to:

 

(i) deletion of Councillor Cowling and insertion of Councillor Chesters in the list of apologies; and

 

(ii) in Minute 7 (Cedars Roundabout, Barnstaple) an amendment to indicate the trialling of temporary traffic lights for a period of 6 - 8 weeks (half a school term), to be carried out as soon as possible.

 

Members also requested that a report on the trial be submitted to the next meeting.

12.

Matter of Urgency: Braddiford Road, Ilracombe: Signage

Item which in the opinion of the Chairman should be considered at the meeting as matters of urgency.

Minutes:

(An item taken under Section 100B(4) of the Local Government Act 1972)

 

The Chair had decided that, at the request of Councillor Greenslade, the Committee should consider this item as a matter of urgency due to local safety concerns regarding recent accidents as the road sharply narrows.  He indicated that additional warning signage (as the road narrowed) should be considered. 

 

The Neighbourhood Highway Group Manager undertook to investigate the issue and report back to the local County Council Members.

13.

Barnstaple Town Centre Hazards for partially sighted pedestrians

In accordance with Standing Order 23(2) Councillor Greenslade requested that the Committee consider this matter

In accordance with Standing Order 23(2) Councillor Greenslade asked that the Committee

consider this matter, following a recent inspection he had made with a member of the public with limited sight, where he had observed numerous obstructions, which presented a nuisance or danger for people with partial sight. 

 

The Neighbourhood Highway Group Manager reported that Officers were working with the Town Management Committee having regard to issues raised by the Royal National Institute for the Blind. The Town Management Committee would look at, for example, ‘A’ boards and other potential obstructions, the need for dropped kerbs and signage.

 

A report on progress would be submitted to the next meeting.

 

Members further referred to similar issues across towns in the District, therefore the Council’s policy on ‘A’ Boards would be circulated to members.

14.

Annual Local Waiting Restriction Programme pdf icon PDF 3 MB

Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/17/87), attached.

Minutes:

The Committee considered the report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/17/87) on the annual local programme for the HATOC area for

the funding and delivery of waiting restriction schemes for 2017/18. It was anticipated that approved restrictions would be implemented by the end of the current financial year.

 

Members were reminded that should they submit further proposals relating to their divisions these would be considered as part of next year’s programme which, it was planned, would be submitted to the June meeting of this HATOC. Members also noted that concerns about enforcement should be submitted to the Traffic Management Parking Enforcement Team or reported on line at https://new.devon.gov.uk/roadsandtransport/report-a-problem/

 

Officers further undertook to investigate enforcement issues in Mills Way, Barnstaple and would report back to the local County Council member.

 

For next year’s programme detailed mapping information would be included on-line as part of the public consultation process.

 

It was MOVED by Councillor Biederman, SECONDED by Councillor  Yabsley and

 

RESOLVED

 

(a) that work on the annual waiting restrictions programme process for 2017/2018 be noted;

 

(b) that the recommendations contained in Appendix III of Report HIW/17/79 be approved

and the proposals implemented where relevant, subject to:

 

(i) First Field, Braunton:  a site visit be arranged (to include the local District Council Member) and that the decision on the matter be delegated to the Chief Officer for Highways, Infrastructure Development and Waste in consultation with the Chair and local County Councillor;

 

(ii) Torrs Park, Ilfracombe:   a site visit be arranged and that the decision on the matter be delegated to the Chief Officer for Highways, Infrastructure Development and Waste in consultation with the Chair and local County Councillor.

 

(c) that the proposals detailed in Appendix 1 of the Report which attracted no objections be

implemented as advertised subject to:

 

(i) Second Field Lane, Braunton: approval of the current proposals and further restrictions be considered as part of next year’s review;

 

(ii) The Promenade and St James Place, Ilfracombe:  a site visit be arranged and that the decision on the matter be delegated to the Chief Officer for Highways, Infrastructure, Development and Waste in consultation with the Chair and local County Councillor.

Traffic Sensitive Streets Review 2017 pdf icon PDF 118 KB

 

Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/17/70), atached.

Minutes:

The Committee noted the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/17/70) on the process for a full review of the traffic sensitive

streets network across the county to be completed by 1 April 2018. When a street was designated ‘Traffic Sensitive’, timings of street works could be better regulated to ensure free

flow of traffic so far as reasonably practicable (i.e. no works on major roads during peak morning and afternoon traffic flows) under powers conferred by the Traffic Management Act

2004/Section 59 New Roads and Street Works Act 1991 to co-ordinate works activities on the

road network.

 

Members noted that their views on proposed designations could be discussed with the

Highways Neighbourhood Team prior to public consultation.

16.

Utilities carrying out work on the highway and levels of delay: Gas main work at Mill Hill, between Bickington and Fremington

In accordance with Standing Order 23(2) Councillor Biederman has requested that the Committee consider this matter

In accordance with Standing Order 23(2) Councillor Biederman had asked that the Committee

consider delays as a result of street works by utilities and other bodies.

 

The Neighbourhood Highway Group Manager reported that Officers would ensure, through challenge and negotiation with the utilities and contractors that any road closure/delays were minimised, subject to all safety considerations and that progress would also be monitored. Subsequently, the Council’s Inspection Highway Enforcement Teams would assess the quality of works carried out by utilities and contractors.

 

Members could report any concerns regarding the quality of reinstatements via their local Neighbourhood Highway Officer. It was noted that external pothole reporting websites did not provide sufficient information for appropriate action by officers, and customers should be encouraged to use https://new.devon.gov.uk/roadsandtransport/report-a-problem/

Petitions/Parking Policy Reviews
