Priorities for Residents Parking in Exeter

Report of the Head of Highways, Capital Development and Waste


Recommendation: It is recommended that:

(a) the residents parking priority list, in section 3 of this report, be adopted; and

(b) the priority list be reviewed every two years.

1. Summary

This report is to update the committee on the future delivery of residents parking in Exeter.

2. Background

In November 2009 the Exeter HATOC formed a working group to look at residents parking within the City. This group identified and agreed a number of areas that they put forward for consideration for residents parking scheme development. At the time no priority was given to these schemes other than they should be progressed when resources allowed. In November 2012 the Exeter HATOC reviewed and updated the list of schemes.

Throughout 2013 residents parking was regularly raised as an issue at HATOC meetings. In November the Exeter Congestion Working Group sought to prioritise the schemes and agreed that the area surrounding the RD should be considered a top priority.

In December 2013 the Chair of HATOC met with officers to discuss funding for residents parking schemes. It was agreed that funding would be made available to deliver residents parking schemes in Exeter from the Parking Management Plan budget that is shared across the county each year.

Funding for 2014/15 has already been committed towards the review of the Barnfield Area residents parking scheme. However, it may be possible to begin studies around the RD with a view to progressing a scheme in 2015/16.

The remaining list has been prioritised and is now presented to the HATOC for agreement. This will provide clarity to the residents in the affected areas and help to manage expectations in regard to action on scheme delivery.


3. Priority of Residents Parking Schemes

The table below shows officers recommendation on which order the schemes should be progressed and likely timescales for delivery.

Alphington area because of Marsh Barton Industrial Estate.

Deemed to be lowest priority as parking in these areas affect fewer residents and smaller areas.

It is worth noting that whilst specific roads are mentioned, any scheme would need to consider a wider area and may include neighbouring roads as appropriate.

Before any scheme is progressed, suitable surveys will be carried out to provide evidence of the justification for a residents parking scheme.

Should funding become available for any scheme (e.g. developer) then it may be progressed out of priority order. It is also recommended that the priority list be reviewed every 2 years to ensure that it remains pertinent.

4. Options

The option of doing nothing is not preferred as non-residential parking is causing problems for the residents of Exeter and is unlikely to change.

5. Financial Considerations

Funding for the residents parking schemes will be paid for from the Parking Management Plan budget that is to be shared across the county each year.

6. Sustainability Considerations

Residents parking schemes enable the available parking capacity to be provided for the benefit of local people and their visitors, rather than for commuters. The removal of commuter parking will therefore encourage more use of public and sustainable transport, reduce congestion in the city and improve air quality.

There are no specific legal considerations at this time.

All new restrictions as part of a residents parking scheme will be introduced in accordance with the relevant legislation.

No risks have been identified.

11. Public Health Impact

There are no public health impacts.

12. Reasons for Recommendations

These recommendations are made in order to prioritise the future delivery of residents parking in Exeter now that a funding source has been identified.
