48 Election of Chairman

RESOLVED that Councillor Cann (North Devon District Council) be elected Chairman for the ensuing year.

49 Election of Vice-Chairman

RESOLVED that Councillor Radford (Devon County Council) be elected Vice-Chairman for the ensuing year.

50 Minutes

RESOLVED that the minutes of the meeting held on 12 February 2015 be signed as a correct record.

51 The Future of Joint Working

The Committee acknowledged proposals for the replacement of the Devon Authorities Waste Reduction and Recycling Committee with a new joint committee to underpin a more strategic approach to waste issues and noted that detailed proposals worked up by partner authorities would be submitted to the next DAWRRC meeting for endorsement and approval by partner authorities.

52 DAWRRC Small Bodies Return

The Committee considered the Report of the Head of Highways, Capital Development Waste (HCW/15/51 - text only | pdf HCW/15/51) on:

the annual accounts return for DAWRRC for the year ended 31 March 2015;

the draft internal audit report on DAWRRC for 2014/15;

the annual review of the DAWRRC risk and asset registers.

It was MOVED by Councillor Sampson, SECONDED by Councillor Davey and

RESOLVED that the annual accounts return for 2014/15 and the risk register be approved.

53 Budget Outturn for 2014/15

The Committee considered the Report of the Head of Highways, Capital Development Waste (HCW/15/49 - text only | pdf HCW/15/49) giving:

the final budget outturn for 2014/15;

an update on the budget for 2015/16;

the calculation of recycling credits and topslice* for 2015/16.

It was MOVED by Councillor Davey, SECONDED by Councillor Moulding and

RESOLVED

(a) that the unspent allocations listed in the Report be returned to topslice or where requested carried over into the budget for 2015/16;

(b) that the proposed calculation of topslice for 2015/16 be approved;

(c) that a report be submitted to the next meeting on the following options for using the total underspend in 2014/15 of 27,240:

redistributing topslice contributions to partner local authorities;

returning the full amount to topslice;

continuing to fund the Re-use Project Officer post (subject to investigations into costs);

using part of the underspend to support waste education initiatives.

(* an agreed percentage of the recycling credit payment due to District Councils withheld to support waste minimisation and recycling projects in Devon)

54 Recycling Statistics for 2014/15

The Committee considered the Report of the Head of Highways, Capital Development Waste (HCW/15/50 - text only | pdf HCW/15/50) on the annual recycling (and composting) statistics for the administrative County of Devon and Torbay Council for the 2014/15 financial year and future challenges.

The Report was illustrated by a presentation showing, inter alia, that:

Devon had achieved its highest ever recycling rate at 55.4%;

West Devon had achieved the highest recycling rate for Devon Waste Collection Authorities for the fourth consecutive year at 56.5%;

with the exception of West Devon and Exeter, all other Waste Collection Authorities had shown an increase in recycling performance of between 0.1% and 1.5%;

Torbay s recycling rate had increased to 42.0%;

total household waste arisings in Devon had increased by 1.6% against the partnership Waste and Resource Management Strategy projection of 0.25%, while Torbay s waste arisings had reduced by 1.4%.

The Head of Service commented that Devon s recycling performance had been boosted principally through increased collections of organic waste, plastic and other materials through kerbside collections and recycling centres.

Members discussion points with the Head of Service included the promotion of home composting and the impact of charges for collection/disposal of organic waste and their application to community composting groups.

It was MOVED by Councillor Radford, SECONDED by Councillor Davey and

RESOLVED

(a) that the combined performance of Devon authorities in achieving their highest recycling rate to date be noted;

(b) that the Committee continue to support schemes which continue to move waste up the waste hierarchy (3Rs - reduce, reuse, recycle) whilst considering the implications of such decisions on the amount of waste generated overall and subsequent collection, treatment and disposal costs;

(c) that a report be submitted to the next meeting on the reasons for, and ways of reducing, Devon s waste arisings.

55 Devon Reuse Project (Minute 45/12 February 2015)

The Head of Highways, Capital Development Waste gave a presentation on the Devon Re-use Project which was being undertaken this year following the award of a grant from the WRAP (Waste Resource Action Programme) Innovation in Waste Prevention Fund and match funding from the County Council, SITA UK and the Devon Community Recycling Network.

The aim of the project was to work with local businesses and community groups to encourage businesses and the public to reduce waste through greater reuse and repair of goods.

The presentation covered the progress being made on the Project s four main strands: establishing an independent Devon Reuse Forum; running a series of skills based reuse/repair workshops; promoting community reuse loan kits; and developing on-line Devon Market Town Reuse Directories.

Events held so far which had included bicycle maintenance, textiles and furniture workshops, had been well attended and enthusiastically received.

Members discussion points with the Head of Service included publicity for the workshops and ways of marketing refurbished products.
